City to consider parking ordinance for portion of Park Avenue

PALESTINE — The Palestine City Council is scheduled Monday to consider an ordinance which would prohibit parking on a section of Park Avenue bordering Reagan Park.

Tim Perry, public works director for the City of Palestine, said an ordinance will considered by council members Monday which would prohibit parking on Park Avenue between Crockett Road and Michaux Street on the south side of the street.

The council meeting is set to begin at 5:30 p.m. Monday in City Council Chambers at 504 N. Queen St.

Perry said the ordinance has been proposed partially due to the addition of new playground equipment and the Splash Park at Reagan Park. The city’s public director has indicated the parking prohibition would provide a higher degree of safety for children in the area. By prohibiting parking on the south side of the specified area of Park Avenue, he said children would not have to cross two lanes of traffic to access the park.

Perry added that the parking prohibition would also allow for easier passage of emergency vehicles through the area.

Citizens will be able to voice their opinion on the proposed parking ordinance during a public hearing held near the beginning of Monday’s council meeting.

During a Sept. 10 meeting, the council took no action on an unrelated ordinance which would have made a section of Michaux Street one way and provided for angle parking on one side of the street in that stretch.

During that meeting, Perry said he and other city staffers had been exploring ways to create more parking in response to the anticipated higher usage of Reagan Park. With no funding to construct new parking lots, he said the idea had been pitched to use existing streets to combat the problem.

Twenty-seven notices were distributed to residents living in the affected area, with the city receiving three responses — all of whom were opposed to the proposed parking change on Michaux.

Ultimately, Palestine City Manager Mike Ohrt suggested that the council delay taking a vote on the ordinance, with Palestine Mayor Bob Herrington concurring with the manager’s position.

“There’s no reason to rush into it,” Herrington said during the Sept. 10 meeting.
